Its central contribution is to recenter the question, away from why Russia did not become a constitutional monarchy, and toward how law, reform, and autocracy co-evolved across the imperial period. The study argues that Russian rulers repeatedly pursued reform within autocracy, but not reform of autocracy. Legal codification, administrative rationalization, military reform, education, emancipation, and local self-government were all introduced to strengthen the state, yet each was prevented from becoming a durable limitation on sovereign power. The book traces how external shocks, European intellectual currents, social pressures, bureaucratic interests, and the personal convictions of successive rulers were narrowed into sovereign decisions that consistently modernized the instruments of rule without ever constraining the power that directed them. The originality of the study lies in its sustained integration of the substantial Russian-language scholarship with the Western tradition, and in its insistence on examining constitutional thought and institutional practice together rather than in isolation. The constitutional moments of 1730, 1809, 1825, 1862, 1881, and 1905 are read not as isolated failures, but as recurrent episodes in the unresolved Russian effort to modernize autocracy without constitutionalizing it.
